They are taking an awkward route towards universal healthcare. I don't think their system is set up to handle these cases and I expect push back from the private system. My guess is he doesn't really care about their welfare, he just wants them out of sight, so the hospital visit will serve only to "diagnose" and then ship them off to some ad hoc concentration camp somewhere far.
Medicaid generally covers this population today (details vary by state). These aren't the large category of working poor who lack insurance, but rather indigent addicts who cannot manage their own affairs to the point where they are an active danger to themselves.
My worry is that people will see the dollar signs from Medicaid payouts and quickly set up "homeless rehabs" that do little but cycle the indigent through to get a check from .gov. Of course, some will claim that as a success since the patients aren't homeless for the duration of their treatment.
This administration is cutting Medicaid to the bone and would kill it outright if the could get away with it, and it was already paltry. I don't forsee a future where the payout for that kind of grift would even be worth the effort.
Unfortunately, death camps and mass graves for the homeless and mentally ill would be far more politically viable in the US than anything approaching universal healthcare.
If you really believe that, then IMO you owe it to yourself to start spending more time offline talking to people who aren't anonymous, trolling, or click farming.
I spend time some afternoons sitting at my local pizza place/bar with other middle age folks. I can't say what your experience is but my experience is that plenty of the folks I run into are largely conservative and have very ugly opinions about the world.
You can pretend it's just online if you'd like- I am not the world-view police.
But from where I sit, running into a lot of humans out in the world, you're the one espousing a point of view I largely only encounter online.
You need to stop believing that the only people who hold certain political beliefs are trolls who spend too much time online, and thus need not be taken seriously.
